Krakau Ordnungspolizei drivers license

Hello,

Finally got the set of ID’s and photos…
I am trying to identify the 2 officials who signed the 1940 item and of the holder (Hugo) Paul Höfer.
The earlier ID states he is a "Gend.-oberwachtmeister", dating from 1928.
