Question Rad Arbeitsfuhrer Shoulder Insignia

I have been offered these as "Original", My question is the band underneath.. How was this to even attempt to stay in place ? I have done some research.. It seems to be Oberarbeitstfuhrer but the pips do not match color wise amongst the two and the sewn in ? Any help appreciated G
