Need help! WW2 US Navy Shirt Badge

God day everyone,

I’m not used to American army clothes, I’m a little more in German items and I hope someone is able to get light in the dark and may help my with information.

My father in law did buy this American navy shirt in a Harbor (in italy?) directly from a warship more than twenty years ago (probably it’s even longer like 30 or 40 years). It has had the shown trip approval dated by 26 OCT 45 in one pocket and the shown badges.

After some research, I think it was dedicated to a first class petty officer who was store keeper. I wasn’t able to get any information about the yellow eagle in the circle and I hope that some is able to solve this mystery.

On the other hand, I’d like to know if the shirt is dated to the time around WW2?

Is it something rare?

And are there other Information about the holder which may been said?

As far I’ve seen, there isn’t so much interest about Navy from WW2 but probably, I was also in the wrong places with this navy shirt.
