Need help! WWII Signed Silk Japanese Hinomaru Flag translation request

Hello,

Would appreciate any translation assistance with this WWII signed silk Japanese Hinomaru flag. Flag measures 27 1/2" X 32", cloth corner tabs with strings. Flag exhibits minor staining and a few small holes. Flag does not luminesce under blacklight.
