Need help! Part of a marked leather strap, but what is it?

Hello again Gentlemen,

I would appreciate with some help with identifying this part of aleather strap that was found during the research of a WW2 German transition camp in Finland. The markings on it read P 15 A. Can anybody please help me with this :)
