Help with identification, please.

Hi. Does anyone have an idea what this is please? Im pretty sure its British, and it appears to have connections for electrical wire attachment. No markings on it, and it feels pretty solid, as opposed to hollow. I would appreciate any info. Kind regards. Francis.

Oh, and is it safe???
