Question Banner Question

Hi guys,
Little confused with this Banner Eagle,
& his head is cocked and appears to be looking upward.

This eagle does not look like previous banners I’ve owned.

Reich eagle over large swastika.
One sided 7x 12 feet.

Any help would be appreciated.
