82mm mortar shell carrier tube?

I got this from an uncle of mine around 3 years ago, he was using this to carry his architectural drawings back when he was a college student. Since he know I like military stuff, so he gave it to me haha. I’m guessing this is an 82mm mortar shell carrier dated 1960 from the marking
