Question Kaiserliche Reichkriegs flg with markings?

Hi

I am asking your opinion on this flag which I got at a fair price but really wonder about it.

It is a navy flag as far as I know but it says kaiserliche reichekriegs flg and it has markings with svastika which kinds of makes me wonder if it is wasted money or if it can be a genuine item?
