Blackened RAC Holster

Hi all. Picked this up yesterday, but I am wondering if there is any particular reason for this holster to have been blackened. Also, the ammo loops have been filled with something and painted over to keep them rigid. I would be interested to know if anyone has seen similar? No visible markings unfortunately but I believe it is war-time. Cheers.
