Hammer und Sohn Eisernes Kreuz 2. Klasse no maker mark

If a dealer lists a medal (eisernes kreuz 2. klasse) as being from a particular manufacturer (hammer und sohn) but says the medal has no maker markings then how does the dealer know it is by that maker?
