Help please!

Hi Everyone
Can anybody give me any information on the binoculars in the photos below please.
I don’t know anything about them and have drawn a blank on searching the web.
Any idea what the four red tipped screws are for?
I guess they’re military issue biu which branch?
Any comments no matter how sparse would be gratefully received.
