Soviet OR German citizen?
A year after opening their first "embassy" on French soil, they issued this travel certificate to air-lift this Soviet citizen, a German, back to the USSR.
The issuing officer was a covert NKVD official stationed in Algeria at the time.
Could this be a German, important enough, to be smuggled out to Moscow? or just an innocent Soviet citizen returning back home…
