Need help! MK 6 50 Cal 3″ Dummy Cartridge

Have any of you seen one of these before? What information could you give me on it or where to look up info. Bottom stamped with:

Outer Circle: "329486 B-6 BTF ‘T’ HMC 1944" The ‘T’ looks like an inverted anchor.

Inner Circle: MK 6 50 CAL. 3" Dummy Cartridge"

It stands about 35" tall and weighs about 30 pounds.
