Flag question…

Hello all. I have had this flag in my collection for a few years now. When I first purchased it I did some research but could not find any examples like it and im still unsure exactly what it was used for. It is single sided cotton. It measures 1400mm long and 500mm at its longest point.
Any help would be greatly appreciated.
