No liner bands or liner. Does have the split pins; one of which is marked and dated.

Decal is in great condition at 98-99%. Some paint still remains on the exterior. Some surface rust present. Looks Like something was spilled on the right side of the dome and ran down the sides. This is a great helmet for someone looking for a great decal but can’t afford a complete helmet in the upper hundreds, low thousands price range.
