Need help! M35 DD Police Helmet: Opinions

Hello All,

Attached is a DD police helmet I picked up from in a group at a recent auction. The shell looks original to my eyes… just wondering about the decals. Also very apparent that the liner is incomplete. Helmets are not my focus so I may re-sell and would like to make sure it’s all okay before I do so.
