What Is It ?

G’Day Fellas,
Does anyone have an idea what the hell this item may be.It was dug from a 19th century dump here in Australia.
It has the arms of the Royal Regiment of Artillery hand painted on it.
Its about 90mm long and 45mm in Circumference,made of Porcelain and hollow through the middle.:confused:
