Original Political Leader’s belt and buckle?

I was wondering if this could be an original belt and buckle for Political Leaders. Length 104cm, width 6cm, has 7 pairs of holes and is marked with "Croupon 274" on the leather and RZM 24 on the brass buckle.

What’s your opinion on this? Thanks in advance.
