HJ dagger with motto. Real or fake

Hi

I am about to buy a HJ dagger with motto.
This is my first hj with motto and i am no expert, so i hope some of you could help.
I have a really good feeling about this.

There is some paint on the handle. Is there any way this can be removed without damaging the dagger?
