WW1 Butcher Blade Police Reissue?

Hi guys, is this a police reissue from after WW1? The bluing(if that is what it is, and not just rust) and crossed out numbers seem to say so, but I’m not sure. Do the crossed out numbers merely mean that it was reissued to another regiment?
