Need help! Need some help ID’ing this tunic…

I’m not sure exactly where to place this post since I don’t know specifically what type of tunic/jacket it is. The name in the tag suggests its German manufactured ("Luneberg"), but is it wartime period? Maybe non-military? Looks sort of Swiss to me.

Thoughts??
