Polish Artillery Shell?

Picked this up at an estate sale today. It was made into an ashtray. Its marked on the outside, "Normandy, France, Headquarters 1109th Engineers (C) Group, June 1944, Capt. Fred Colomb."
The fuse is marked, "VZ 28m" The shell itself is marked "1930" underneath that is a "4" and under that is "9 cm vz 28".
Is this a Polish shell. It has a proof mark, but it does not look like a Polish eagle, looks like a standing lion like a Chek lion.
