Help to Identify Unit and Commander Victory over Germany

Can someone help with Unit and Commander?

For Unit and name, I think it might be 266 гв. сп 88 гв. сд 1
which I would take as
266th Guards Rifle Berlin Order of Suvorov and the Red Star regiment
but this would have been in 88th Guards Rifle Zaporizhzhya Order of Lenin Red Banner of the Order of Suvorov and Bogdan Khmelnitsky Division at end of war
But then I think 1st Army which does not match correctly?

Also commander’s name?

Purple Heart - WW1 Named

Bought this along with my WW1 Silver Star.

It is not mint and didn’t come with a case but it is named. It is also missing the brooch. As such I’m not sure if this is a type 1a or type 1b.

Dealer did all the research so relying on what he provided

The cavalier, Ivan Ivanovich Stepanov, was the head of staff (and later deputy to the head of staff) in 143 tank regiment.
