Strange item from Fea market

Picked up this item on the fea market with some British ww1/ww2 items , i was thinking maybe some sort of padding for horse riders ? anyone seen anything like this before ? thank you for any help

Hi picked this up today at a car boot sale, I pretty sure it’s a ww2 shell going by the rear seam , the heat stamp number is 326A. The liner is Westinghouse and I’m sure is also WW2. Any thoughts on this one.

Civil Defense Helmet Chinstrap

Thought I’d try & ask if anyone has a spare chinstrap they’d consider selling? They’re a continuios length of coarse fabric. Any leads or help is appreciated.
