Please can someone authenticate these 2 metal eagles2

I think one is Heer and the other Luftwaffe, but have my doubts about the mounting tabs on the Luft one. Any opinions appreciated.

Is this Luftwaffe cloth eagle any good?

I have seen this for $20 and it looks like a Luft eagle, not sure if the size is inches or cm though. Sorry pic is rather poor.
