Can someone help in understanding the written hand-writing on this award certificate? such as the name of the receiver and the bottom issuing party, rank, location....

This foto is from a US vet's album. He incorrectly labeled the Luftwaffe Officer as Rommel. I have seen this same mistake made before - with the same Luftwaffe Officer, in the same foto.. I guess anybody wearing a greatcoat & a RK looks like Rommel to the unknowing. :mad: I was wondering if anybody recognizes this Luftwaffe Officer? This foto was widely distributed, I guess. Thanks.

Hello!! pic of what is advertised as a Commissar sleeve star from WW2. I do not have a pic of the back, but says its black cotton backing.
Is it WW2, or a reproduction? or is it post war? how big are these stars usually?
